ペルー全土で避難訓練が行われました！

突然ですが、11月5日は何の日かご存知ですか？
11月5日は、「津波防災の日」（World Tsunami Awareness Day）です！
11月5日は、1854年11月5日の安政南海地震（M8.4）で和歌山県を津波が襲った際に、稲に火を付けて、暗闇の中で逃げ遅れていた人たちを高台に避難させて命を救った「稲むらの火」の逸話にちなんだ日なんですよ。
ペルーでは、この日に合わせて全国的に避難訓練が行われました。
訓練計画は各自治体が立て、数か月に渡って各セクター（ファーストレスポンダー、警察、消防、軍等）との打ち合わせを重ねて、入念に準備をしていました。津波防災の日ということで、主にリマ等の海岸地域では、地震～津波の避難訓練を、アンデスの山岳地域では地震の避難訓練を計画していました。
クスコ全体で行われるものは夜20時～の夜の避難訓練で、市内の小中学校では昼12時～行われたそうです。
11月5日夜のクスコの天気は、生憎の大雨。市内の各地点にINDECI（防災庁）の職員が配置され、訓練のモニタリングを行いました。INDECI職員によると、一部の地域では、洪水のため避難訓練を実施できず洪水対応に追われてたそうです。私がモニタリングに同行した場所はSan Pedroという地域で、少し高台の住宅街だったのですが、予定通り避難訓練は実施されました。大雨の中、果たして避難訓練に参加するためにわざわざ外に出てくる住民はいるのか！？と疑問だったのですが、アラームが鳴ってしばらくしてから、1番先に家の外に出てきたのは生後数か月くらいの赤ちゃんを抱いたお母さんでした！！！それに続き、数名ほど外に出てきた住民がいました。ファーストレスポンダ―のテント付近に、訓練に参加した住民が集まってきたのですが、激しい雨だったので、COER（防災局）の職員にすぐに家に帰るよう指示されていました。参加者は少なかったものの、正直この大雨で雷も鳴っている中、むしろそんな状況下でも訓練に参加した住民がいたことに驚きました。
今回は、たまたま地震の避難訓練の日に大雨が降ったわけですが、これをきっかけに様々なセクターで、地震と大雨が重なった時の想定について議論されました。
地震発生後に大雨が降ったら？大雨で洪水してる中、地震が発生したら・・・？
皆さんはこのような状況に置かれたらどのような行動をとるべきか、考えたことがありますか？
学びが多く、また課題が残る良い避難訓練になったのではないかと思いました。
